My article “Misunderstanding of Statistics Leads to Misguided Law Enforcement Policies, ” Amstat News(Dec. 2012), discusses that Colorado had recently enacted legislation to relax discipline standards while mistakenly believing that doing so would tend to reduce relative racial/ethnic differences in discipline rates.
In March 2015 the organization Padres & Jovenes Unidos issued “The Second Annual Colorado School Discipline Report Card.”I have not reviewed the data in the report carefully.But the reports does find (at page 6) that, as one with a sound understand of the statistics would expect, general reductions in discipline rates have been accompanied by increasing relative differences in discipline rates. As indicated in the first paragraph of the prefatory note, such is pattern is being consistently found in other jurisdictions (including Denver).
